About Town: Mirzakhanian will serve as Acting City Manager

The Manhattan Beach City Council announced the  appointment of Talyn Mirzakhanian as the Acting City Manager, effective August 19. She will take over from Bruce Moe, who will be retiring after 35 years with the City on August 18. 

Mirzakhanian has served in the Community Development Department for the past three years, leading the department as director since April 2023. She has worked in the public sector for nearly two decades, including nearly 13 years within the planning department at the City of Calabasas and three-and-a-half years as a planner for the City of Pasadena. 

Mayor Joe Franklin expressed confidence in Mirzakhanian’s ability to provide a key bridge between Moe and his eventual successor.” 

“We are fortunate to have Talyn serving as our Acting City Manager during this transition,” said Mayor Joe  Franklin. “From day one, Ms. Mirzakhanian has proven to be a key leader in the City of Manhattan Beach. I  am confident in her ability to guide our team forward while we seek a permanent city manager to replace  Bruce Moe and continue the City’s commitment to excellence.” 

“I know I am leaving the City in good hands,” said Moe. “Talyn is an exceptional leader,  dedicated and seasoned public servant, and a highly intelligent professional who will undoubtedly ensure that the City of Manhattan Beach continues to thrive.” 

During her acting assignment, Building Official Ryan Heise will serve as the Acting Community Development  Director and additional support will be added to ensure the Community Development Department continues  to provide the level of service expected by the community.  

“I am deeply honored to serve as Acting City Manager for the City of Manhattan Beach,” Mirzakhanian said. “I am looking forward to continuing my service to the Council, the Manhattan Beach  community, and our City employees. My goal is to advance the Council’s agenda and continue the tradition  of exceptional municipal services that our community expects and enjoys year after year.” ER
